The Angara rocket family is intended to become the mainstay of the Russian fleet in the future, so basically, the 502.5 billion won KSLV-I project may have become an expensive guinea pig, a stage test before the Russians start flying the Angara themselves.
This had some observers raising suspicions that Russia used Korean money to experiment with technology for their own future projects, and had put the KSLV-I on the backburner.
Prior to the first launch, there were suspicions that the Khrunichev Center had been using an RD-191 engine for combustion tests scheduled for the Korean rocket, instead of the RD-151 that was to be actually used in the launch.
Now, with a flawed RD-151 engine mentioned as the most plausible cause for the explosion, the controversy over engines will likely be touched off again.

Первая ступень должна была отделиться на 232-ой секунде. Таким образом, связь с ракетой прервалась, когда первая ступень еще работала

Наверно предпологается что более мощные Корея будет разрабатывать сама или закупать, как штаты закупают РД-180 для РН Атлас III и Атлас V. Moscow 'Tacitly Admits Failure in Korean Rocket Launch'
Russia in effect admitted responsibility for the failed second launch of Korea's first space rocket on June 10 by agreeing to pursue a third attempt, the state-run Rossiyskaya Gazeta reported on Sunday.
Under the bilateral agreement, Russia is supposed to support a third launch if two launch attempts fail and it admits responsibility for either.
There were fears in Korea that Russia would deny responsibility and decline to do its part in the third attempt.
During the first launch in 2009, the first-stage rocket, which Russia is responsible for, functioned normally, but a glitch occurred in the process of the second-stage rocket and the satellite getting separated. But analysis of data on the second launch shows that a problem had already occurred in the process of boosting the first-stage rocket, the newspaper said.
Experts are pointing out that there was something wrong with the first-stage rocket but there is no official outcome of the investigation into what caused the failure, the daily added.
The third launch will likely take place in 2011.

На прошлой неделе в Южной Корее состоялось третье заседание российско-южнокорейской комиссии, на которой обсуждались вопросы, связанные с неудачным пуском в июне нынешнего года ракеты-носителя KSLV-1.
По итогам работы комиссия сделала заключение о необходимости проведении дополнительных испытаний для выявления причины аварии.
Возможность осуществления третьего пуска на заседании комиссии не обсуждалась.

SEOUL, Nov. 11 (Yonhap) -- South Korea has restarted preparations to launch a third Naro-1 space rocket after failing to place a satellite in orbit on two previous attempts, the government said Thursday.

Korean officials and their Russian technology providers are stuck in a cyclical blame game over the failure of last June’s failed launch, which represented Korea’s second major space setback in the span of less than a year.
Scientists and engineers at the Naro Space Center are desperate to avoid a third strike. However, the precarious leadership situation at the Korea Aerospace Research Institute (KARI), the country’s space agency, and cooling enthusiasm from the Ministry of Education, Science and Technology aren’t inspiring any confidence.
The science ministry has been struggling to find a new leader for KARI after beleaguered former President Lee Joo-jin stepped down under pressure in February. Since then, the ministry has overhauled its space science team, which is now planning to review the feasibility of space development projects that have been pushed by KARI.
The results of the ministry’s examination could end up being a double-edged sword for the country’s aerospace aspirations and KARI officials fear that their faltering space-launch project will fall under the wrong side of it.
A third KSLV-1 launch has been ruled out for this year and 2012 doesn’t seem a likely option considering the general and presidential elections. There are concerns that the bungled KSLV-1 project could derail the ambitious efforts to develop KSLV-2, which unlike its predecessor, is aimed to be an indigenous rocket. KARI had requested an annual budget of 100.4 billion won ($92 million) for this year to finance the development of KSLV-2, but the science ministry approved only 31.5 billion won.

Korea sets tentative date for third launch of Naro-1 space rocket
Korea will launch its newest space rocket between Oct. 26-31, the government said Tuesday, in a third attempt to put the country's first-ever rocket into space.
The Korea Space Launch Vehicle-1 (KSLV-1), also known as Naro-1, is the country's first locally assembled space rocket with its first-stage rocket built by Russia's Khrunichev State Research and Production Space Center.
Two previous launches of the Naro-1 in August 2009 and June 2010 ended in utter failures and both earlier versions were lost in the attempts.
A joint review committee of South Koreans and Russians was unable to pinpoint the exact cause of explosions in the earlier attempts but agreed to replace all components they suspected may have caused the problems. Russia also agreed to build the third and latest first-stage rocket at no additional cost.

Naro-1 rocket launch set for Friday
The Ministry of Education, Science and Technology indicated yesterday that Korea’s space rocket Naro-1 will still be launched on Friday as scheduled despite government officials raising the possibility of postponing the liftoff due to weather conditions.
The time of the launch will be announced at 1:30 p.m. on Friday after taking into consideration the weather and space conditions on the day.
Should rainfall prevent liftoff on Friday, the ministry officials stated that the launch may be postponed till next Monday for optimal weather conditions as nationwide rainfall is forecast on Saturday and possibly Sunday.
